Would UN punishents work for Russia?

Since the UN Security Council is composed of five permanent members — China, France, Russian Federation, the United Kingdom and the United States....it's obvious that China and Russia would stick together and deny any sanctions....and yes Russia would get a vote on sanctioning itself.
